Luciana Jury | SEC Warns Public Against Unregistered Online Lending Platforms
MANILA, Philippines — October 23, 2025. The Securities and Exchange Commission (SEC) has issued a new advisory warning the public against several unregistered online lending platforms (OLPs) that continue to operate without authorization from the government.
In its latest notice, the SEC reiterated that these OLPs are not recorded, not licensed, and not allowed to offer or process loans of any kind. The Commission reminded the public that under SEC Memorandum Circular No. 10, Series of 2021, a moratorium on the registration of new online lending platforms has been in effect since November 2, 2021.
The SEC identified the following unauthorized platforms and apps currently listed on the Google Play Store, Apple App Store, and several websites:

- SeaCash – Safe and Fast Loan
- ZRT CREDIT: Loan PH
- Bingo Peso: Philippine CashLoan
- Peso Maya – Fast Online Loan
- Cash Muna
- GZ Lend – Online Cash Loan App
Apple App Store
- Valor Credit – Loan App Quickly 18+
- Dolo Loan
- Maxi Lending – Loan & Mabilis Cash
- Sky Loan – Quick Lending App
- VIP Loan – Quick Lending App
- AssetCred – Loan App Philippines
- PeraOne – Online Mabilis Cash
- Easy Loan – Loan App Philippines
Websites
- Andali Cash
- Cashcano
- Metacash
According to the SEC, these platforms are operating illegally as they have no Certificate of Authority to Operate as a lending or financing company. Lending to the public without the required SEC license violates the Lending Company Regulation Act of 2007 (Republic Act No. 9474) and its implementing rules.
The Commission strongly urged the public not to engage with or download these unregistered applications, warning that transacting with unauthorized lenders can lead to unfair collection practices, excessive interest rates, and data privacy risks.

“We continue to remind the public to transact only with lending companies duly registered and authorized by the SEC. Protecting Filipino borrowers from predatory or illegal lenders remains one of our top priorities,” the SEC said in its advisory.
To verify the legitimacy of a lending or financing company, consumers may check the official list of registered and licensed entities on the SEC website (www.sec.gov.ph).
Registered, trusted and verifiable Online Loan Apps are known to be compliant with the SEC, NPC, and AMLC. Some of these include:
